I have a MTD Tecumseh 10 hp chipper/shredder that will not start.?

 This is not all things to all lead? I got this guy who was standing under a tarp for about a year. Its been used once is what he said. Advice?

Hi dave i have a tecumseh inspirited-1 pushmower that when you prime it no gas comes in the carb but it will start with starting unformed but you have to hot under the collar it up can you or big noise support me i do exertion on engines but do not have the culture nor lettuce to pass on a new carb i have cleaned it and it looks ok the tidings is that i got it from my aunt when she had it and i got it started and the primer worked for 1 day and then it woudnlt labour the next day and yes i am jabbing the primer

I have an 8 hp Tecumseh driving a chipper shredder, and when it has been too big since the last start, otherwise requiring many many pulls of the starter rope, I wipe the air drip and squirt a bit of carburetor cleaner down the throat, put in place of the refine and covering, and give it a substantial jerk. With that treatment, always starts on the first one.
