How do I get my chipper/shredder running after a long time of no-use?

 I have a scrupulous MTD shredder / chipper. It was great to work about a year and a half, but I did not familiar since. When I went to start the other day - nothing. Is there a trick to start up after it has been sitting for so durable?

 After doing the things that Jim suggested he still does not start, I would put a teaspoon of gas in the vacuum spark, replace the spark plug and try to start it. If it starts and lasts a little, it is odds on a fuel problem. Slip the flow of gas to clear the carburetor. If it does the carburetor needs cleaning.

 I am exasperating to repair an old (1992) five horsepower briggs and stratten appliance but I cannot figure out how the governer source goes back on .this is a horizontal appliance on a MTD chipper shredder but I cannot find the model # on it does any one differentiate where
