why does my riding lawn mower bag keep getting clogged?

 I have a ranch Sovereign lawnmower riding Pro and when I plug the bagging on him, he is constantly clogged. The packer has two bags on it and a bag is about 1 / 3 full then the slope is blocked.

need a cheap lawn mower with a bag?
