how can I remove a rear wheel on a craftsman riding lawn mower?

 The appliance turns on, however it will not go forward or in reverse. I did release the parking restraint. I cannot move the mower when the engine is off also. I tried both positions for the freewheel management. Any suggestions would be greatly appreciated. I have to move
