How am I supposed to prepare a garden bed for planting a small flower garden?

 I'm tired of restoring a small strip of tarnish in front of our house that had been overgrown with weeds, and "decorated" with these skinny white decorative stones that have not been accepted since the 60s.

 If calculations are justified from an inch or two on top, they should not move anything - just activate them with the tarnish. After all weeds were removed, dig at least 8.12 inches and disrupt b train all the earth.

how do i get rid of those small rocks and black plastic undernath in the garden?

 The garden extent in front of my house has a bunch of weeds in it, and it has a knot of those small rocks and black open covering underneath the rocks, how do I go about getting rid of all that, can i simply shovel it in the garbage, or a lawn bag? and they will take it? I demand

 A rake, a shovel, a container to persuade of this stuff appropriately. You may be superior to put the rocks and plastic in with your usual trash for pickup/disposal, but you can compost the weekds.
